Democracy is only brought about by consensus and is best when consensus is highest
among the individuals, defined by themselves, involved

Some individuals refuse or cannot join in consensus, and thus democracy is never perfect

The smaller is any group of people the more democratic it can be, for consensus is more
achievable in smaller groups

The more a democracy is broken into smaller groups to deal with decisions closer to the
smaller groups the fairer and more stable it will be

Any democracy can survive longer and better if it is a series of smaller groups dealing with
smaller issues, the more control and decision making are concentrated in one group in one
place the less free and the more unstable the whole will be
