When a government works as a tool there is no real problem between the
people and the government. The government is merely the arbiter
between reasonable disputes between different individuals or groups of
individuals within the society.  As perhaps could be expected, the more
freedom and liberty the people have the more disputes there are between
them, and hence the need for more government as a tool of separation
and arbitration.  However, paradoxically, the disputes arising from free
activity are always peacefully resolved, while the disputes derived from
lack of freedom are always violent.

     But lets look at several factors here.  The American Government has
some 70 agencies currently involved in collecting data so that Americans
have the information to pursue their business and pleasure.  Countries
that are repressive are so busy in keeping people from doing anything
and collecting worthless gossip and innuendo that they not only have no
real collection of data that people can use, but there is either very little
data to collect -- or worse, the only data to collect is about the repression.

     The more people are free to act individually and engage in all
activities there is a corresponding rise in the activities.  And the more
activity then the more disputes as people, who are cooperative and
creative creatures, naturally come into conflict over the progress of the
cooperation, or the need to end the cooperation, or the need to protect
the creativity.   If there is no free press how could there be any libel
suits?  If the government owns all the businesses there is no need for
business law.  When the people are not free to creative films and art then
there is never any copyright infringement or entertainment law to worry
about.  If the courts don't accept private contracts then there is little in
the way of contract law.  

     So when people say we are a litigious people, with too many
lawyers, what they are really saying is that we are so busy living our lives
that sometime conflicts arise and we have ample resources to solve the
problems.

     Where freedom and liberty are curtailed or prohibited there are few,
if any, conflicts between individuals or groups, because they can't do
anything. However the government is acting as a tool against it's own
people.  Unfortunately any conflict that does arise is usually between the
people and the government -- with the government being a hammer.  
This conflict had always turned violent; only in the most recent times
have larger numbers of people gone agains the government without the
government using violence for repression.
     
     I would liken the American government to a computer mostly, but
with a hammer at the ready for really bad situations.  

     If everyone owns a set of tools everyone can labor at what they need
to do. When just one group of people control all the tools then they
decide who can do anything.
